___________________________________ LEGAL NOTICE ___________________________________ NOTICE OF ISSUANCE OF DRAFT TIER PERMIT POLLUTANT DISCHARGE APPLICATIONS NO. OK0040291 Notice is hereby given that the Oklahoma department of Environmental Quality (DEQ), at the address listed below, has processed and issued a draft permit to Unimin Corporation - Roff Plant based on a Tier II application filed on the February 22, 2016, for a renewed permit with DEQ. A final permit, if issued, would allow Unimin Corporation to discharge industrial wastewater from their facility located in the E1/2, Section 13, Township 2N, Range 4E IM. and in the S1/2, Section 18, Township 2N, Range IM, Pontotoc County, or at 600 E. Walling Ave., Roff, OK 74865. Unimin Corporation - Roff Plant is in the business of silica sand mining, wet, benefaction, drying, screening, and shipping. The proposed discharges from all outfalls consist of wastewater from a wet screen over flow, washing and separation, sand drying scrubber, stormwater runoff, and mine put dewatering. The discharges from Outfalls 001 and 007 are treated using impoundment’s. The discharges from Outfalls 002, 008, and 009 are not treated. The discharges will be to unnamed tributaries of the Blue River (Waterboy ID 410600020010_20) in Stream Segment 410600 of the Lower Red River Basin. The locations of the outfalls are as follow: Outfall 001: At the valve on the slurry line at the west end of impoundment F01. in the NE1/4, SE1/4, Section 13, Township 2N, range 4E IM, Pontotoc count, Oklahoma, or at Latitude 34° 38’ 25.195’ N, Longitude 96° 48’ 41.110’ (GPS: NAD83) Outfall 002: At the overflow point on the southeast side of impoundment f02, in the SW1/4, NE 1/4, SE 1/4, Section 18, Township 2N, Range 5E IM, Pontotoc county, Oklahoma, or a Latitude 34° 38’ 28.950” N, Longitude 96° 48’ 50.066” W(GPS: NAD83) Outfall 007: Approximately 600 feet eat of the plant building on the north side of the railroad tracks, at the end of the pipe where it emerges from beneath the dirt road, in the SW 1/4. SE 1/4, SE 1/4, Section 13, Township 2N. Range 4E IM, Pontotoc County. Oklahoma, or a Latitude 34 38’ 10.535” N, Longitude 96° 48’ 46.614” W (GPS: NAD83) Outfall 008: At the valve on the slurry line east of F03, approximately one half mile to the east of the easement road and Highway 1 intersection, in the NW 1/4, NW 1/4, NW 1/4, Section 20, Township 2N, Range 5E IM, Pontotoc Count, Oklahoma, or a Latitude 34° 38’ 10.535” N, Longitude 96° 48’ 23.224” W (GPS:NAD83) Outfall 009: At the valve on the slurry line east of F03 on the southeast corner of the easement road and Highway 1 intersection, in the NE 1/4, NW 1/4, NE 1/4, Section 19, Township 2N, Range %E IM, Pontotoc County, Oklahoma, or a Latitude 34 38’ 12.696” N, Longitude 96° 48’ 51.409”W(GPS: NAD83) The facility also operates five (5) flow-through impoundment’s, F01-F05, and one (1) total retention impoundment T01. A copy of the draft permit, fact sheet, application, and other relevant documents mat be reviewed at the offices of DEQ, Water Quality Division, 707 N. Robinson, Oklahoma City, OK 73102, between the hours of 8:00 am to 4:40 pm Monday - Friday. A copy of the draft permit, fact sheet, and application may be reviewed at the Ada Public Library, 124 S. Rennie Ave., Ada, OK 74820, between the hours of 8:00 am to 7pm Monday-Friday and 9:00 am ti 1 pm Saturday. A copy of the draft permit may be reviewed on the DEQ Website at http://www.deq.state.ok.us/mainlinks/publicpermits.html. Pursuant to 27A O.S. Sec/ 2-14-302, persons wishing to make comments concerning the draft permit may do so by sending the comments in writing to the Contact person for DEQ, at the address listed below, within 30 days after the date of publication or mailing. Comments should include: (1) name and address of the interested person, (2) the application name to comment, the basis of the objection or comment , and any requested action by DEQ.
